Optimal Radiant System for 3 level home

I am curious why you decided to go with radiant floor heat on the main, individual zoned fin baseboard on the upper floor, and radiant panel baseboard on the lower floor. I am trying to decide on the optimal arrangement for my own 3100 sq ft home with a cork floating floor over concrete in basement, hardwoods on main and second floors. Is radiant floor heat overkill for the upper floor?
